James Bailey Architect was retained to carry out building assessments for the Coliseum Complex and the Direct Energy Centre at Exhibition Place. The assessments were based on detailed building condition audits and a review of past maintenance records (architectural, structural, mechanical and electrical). The required future maintenance and upgrades were identified, as well as the associated required capital expenditures. The prescribed work was prioritized based on life safety, building envelope deficiencies, cost of equipment operation and maintenance and changes in building codes, etc.

The building condition audits included a review of the building envelope (exterior masonry walls, doors, windows and roofs), all interior spaces including floor, wall and ceiling finishes, a structural analysis of the existing structural systems, a review of all mechanical systems (heating, cooling, air handling, exhaust systems, plumbing and drainage, fire protection) as well as the electrical and life safety systems. Quantity of scale budgets of work prioritized for the next 5, 10 and 15–20 years periods were prepared to serve as the basis for planning of capital projects, scheduled maintenance and repairs, as well as for funding applications.
